I'll add my 2 cents as a non-inkscape-developer:

I've noticed the same thing, but I've find it slightly useful -- if objects were pasted into hidden layers, I'd wonder where they went, and the next time I turned on that layer, I'd find all sorts of useless objects floating around.

My one disgruntlement with the behaviour is that the statusbar notification (saying that you can't paste to hidden layers) is not very obvious, and I miss it every time, which makes me think my copy-paste isn't working.

I actually think that's is a slightly more general issue with the statusbar tips; I love Inkscape's helpful statusbar, but I wonder if it could be made a little more obvious when a message appears there -- perhaps an icon that flashes orange for one second when a new message appears?

Not intending to hijack Wolf's thread. I can see the usefulness of allowing copy-paste to hidden layers, too. Maybe a preference would be in order? Or maybe display the object briefly and then fade it out (though I'm not sure how difficult that sort of thing is for Inkscape developers).
