nothing is selected, but pasted to the size of the selected box if items
selected.

Well, "Paste Size" requires an object to already be selected (ie- the thing to resize)... so there is no current option to have *nothing* selected (Paste Size needs a slected target object). So I don't think it would go under the "Paste Size" options.

"Paste to Size" would then probably have to be another option under the main Edit menu, which I do think would be too much clutter for the top level menus, also "Paste to Size" would be confused easily with "Paste Size"... to me it makes more sense to options to the sub menu that are clear and say what they do, thus "Fit to Document" and "Fit to View" add it to the sub-menu, and maybe give it a default hotkey to make it special. Ctrl-alt-shift-V = Fit to View, or somesuch :)

I'd be using that pretty much constantly, and it fits the workflow:

1. Copy or drag file into inkscape (inkscape imports it at the actual size it is relative to the resolution, and makes it the selected object).
2. If it's too big for the view, hit Ctrl-Alt-V  for Fit to View.
3. Profit. :D
