The issue on Vista is that after uninstall, it doesn't appear any of the Inkscape core files was deleted.  Worse yet, it left the shortcut on my desktop but then Vista refused to delete the shortcut giving an error that said that the shortcut was no longer in "C:\Users\Public\Public Desktop" and refused to delete.

As many things appear to fix themselves on Windows by our friend The Reboot, I did, and it solved the unable-to-delete-desktop-shortcut issue.  Don't know if the Inkscape core files would have then been deleted (would it have left my theme customizations intact ??).

Don't know what the issue is, but maybe the uninstaller needs to trigger a reboot in order to not cause these problems....
Inkscape shouldn't need a reboot.  I think it's to do with a permissions thing which I had left unaltered from the older version before I "took over" the installer, which has since been fixed.  The next release should tell.
 
and please don't kill off the 7z's in favor of installers.
I can't comment on what's planned for all that.  Inkscape proper has not provided 7z builds for Win32 since at least 0.45.1 (my history with it); some dev builds are done as 7z, some with the installer.  I personally in the builds I have been providing have been using the installer plainly because I want it tested.  It's been a somewhat buggy installer, and that's why I'm trying to ensure its quality now that I'm involved with it.  After I've got all those issues sorted out, I may start using 7z builds again.  It's all much of a muchness to me.

You can also use Inkscape Portable... the logic of its installer is much simpler (even if code-wise it ends up lots longer) and it's tried and tested lots :D  Inkscape Portable will be being an official build
