I am very much in favor of moving all the non native file format options to export. Apart from preventing saving into lossy formats, it really makes more sense from a logical point of view to have the non native file formats reside in export. Even plain SVG should be considered to be in this category. It is not about the fact you can edit a non native file format, I would like to state that the open dialog can allow opening 3rd party file formats as usual. When it comes to saving file I would like to see what I make being exactly what is being saved and not accidentally end up with conversion errors.
From a UX perspective it makes more sense as well to have the Export option open up dialogs for each and every separate file format that relate to this file format and perhaps a small About this format screen what the expected loss could be. I don't care much about what other programs do on this issue and would certainly not point to Adobe software for good UI examples, but would like to state that it would allow for a more logical placement of interactions and probably would simplify work flow.
I would suggest to add an option save project button though. This opening an option to save the current file in iteration form from the last used name (by adding a number or letter) and generating an number of export files, such as .pdf, png or whatever, possibly generate several versions of SVG, with css exports file attached to it, copies of used fonts and what all the like. It's a crying shame that SVG fonts got dropped in SVG2 or it would be another great option to include, but having a tool like this would open up a really nice work flow method that can safe wads of time in producing content and give a clear insight in the differences of file formats.
I could even envision creating native files that in one case use relative path and in the other version absolute path. Very handy when it comes to testing files locally and having to produce something that runs in a web browser as content hosted on a web site. Currently that is a question of opening up the file in an editor and changing all the friggin path names.

I will fill a bug. I quicly saw the Filters Editor UI is also broken for Color Matrixand they seem no longer work too
