Honestly, I don't know. But I believe that Postscript is bottom left and PS1 was 1984. So at least since then :) Here's a quick ref I could find from Google:

User space is essentially the same as the first quadrant of the standard coordinate system used in high school math classes. Point (0, 0) is in the lower left corner.
Another coordinate system is fonts. Which have 0,0 at the baseline.
