Alan, I think you're right on the money here. Would you mind spending a couple hours to develop a checklist for us? If you do this, I will commit to ensuring that the inkscape-tester group looks at it in every release henceforth.
Right off hand, this sort of thing makes me think "custom XML!"
In doing some such list, it can be very handy to have it in logical XML form. Among other things, this can help with multiple users updating and keeping it in CVS.
Just get a quick format that splits things up logically, then use XLST to munge it into some nice other format for viewing, treating the XML as source. If you need a hand with this, just let me know.
