No, that's not what he's suggesting at all. He's just suggesting a sliding cap on zoom depth depending on the size of the image and the size of the window.
He was suggesting that the zoom level be constrained so that the full extent of the objects in the document would span no less than 1/16th the area of the viewport.
Of course that does raise the question of what to do if you enlarge the window when you're already at the limit.
