Ahem. Distributing guides via align'n'distribute dialog actually makes a perfect sense. And if you take a time to play with Scribus 1.3.5, you'll notice how handy it is to select a guide and then align objects to it in various ways.
And I bet that giving visible names to guides a-la FontForge is out of question too? :)
