I don't think so, nor do I think we should.
For tracing, bitmaps don't have any intrinsic "resolution". What they have instead is the number of pixels across. If your image is a few tens of pixels across, its trace will be poor. The tracer just doesn't see in it some of the features you can easily see. If you have another bitmap where the same features are thousands of pixels across, its trace will be much better.
