Maybe someone has already addresed this, but analogous to the way that Windows uses in-memory BMP chunks for raster DnD and WMF chunks (not sure what encoding is used under that) for drawing DnD, I have wondered if .ODG would be a good preferred 'standard' in-memory format for DnD in the Open Source world.

I'd say go with SVG document fragments first.
And be sure to offer PNG
Then perhaps .ODG down there a bit.
