Oh, I understand better now.
Once you make one rectangle, you can always duplicate or copy it and paste in place.
But Alex has a good idea! Make a special template that contains that page-size rectangle. Then, every time you open a new document from that template, it will already contain that rectangle. After that, just duplicate, or copy and paste in place.
The template could also contain as many layers as you need, so you wouldn't have to create them every time. Or even a rectangle in every layer. Actually, the template can contain anything you want!
Although, I see your point. Having some option to create a page size rectangle, that's automatically aligned to the page border, would probably be something that a lot of people would use! That question is answered in forums somewhat often.

It shows, I explained it not very well ...
I create a new layer, then I put a rectangle into it and want to make it sized like the page-dimension and aligned to it (0,0,max-x,max-y).
I never tried to change document properties for a layer ;-)
I just sad this, because this happens very often to me. I will not really call this "work", but creating a rectangle and set "edit/pase/doc-size" should make it completely fit and aligned - so, nearly one click ;-)

For that, just use Edit menu > Duplicate. Or Edit menu > Copy, and Edit menu > Paste In Place. (Or appropriate key shortcuts.) Then move it to
the
new layer (Shift + PgUp or PgDn). If by "layer" you mean the z-order, then no need to move to a new layer. If that's not what you need, please try to clarify some more :-)

It's just, that I wish to push Inkscape even more .... Regard, I do not make something like "a request" ;-)
But:
There are many situations, where you just create a plain object in another layer, with the size of the document.
Why not re-use the menu: "/edit/paste/document-size" ??
Dont blame, me, if this exists probably on another place ...
