It was hidden because it got in the way a lot for small objects. It was nearly impossible to drag something small around without dragging its center instead. So I'm strongly opposed to making it visible in ALL cases. But we can make it visible when needed, for example after keyboard rotation or when the Rotate tab is activated on the Transform dialog. Please file a RFE.
BTW, there seems to be bug in updating the handle when shift-clickingon it to restore it to the center of an object. The XML editor shows the change but the old position is still displayed and used for rotations until the object is unselected and reselected. (Checked with today's SVN.)
