If I understand correctly Ted's proposal, is not about effects on or as bitmaps, but simple editing: brightness, contrast, maybe crop.
We already have generic "crop" (clipping) which applies equally to bitmaps or vectors. Similarly, we must have a generic brightness/contrast/color adjuster which will work the same on ALL objects, including bitmaps. I have detailed plans on how to do it, so this may be another SOC project with me as a mentor.
You are right, it's really important to have as much as possible in vector. But there are a lot of things you still need for direkt manipulating bitmaps. Off cause I'm not interested in making Inkscap an bitmap editor, that's Gimps job. So what I'd like to see is an SOC project for implementing a verse plugin you will be able to edit your bitmaps in Gimp and see changes in real time in Inkscape. The nice think is, that there is all ready a Verse Gimp Plug-In (To edit textures e.g. in Blender.) and just the Inkscape part is missing.
