The Blur Edge effect does work! It was operator error. I was trying to blur a square. The effect only works on paths.
How easy would it be to include a Convert-to-path command in the effect?

Nope. Blur Edge works fine. Please do not remove it.
In its current state it, like the grid snapping behavior, is tuned for small objects or zoomed in work. If desired increase the default value for "Blur Width" and raise the maximum allowed value. But please don't remove something cool like this.
