steps to reproduce :

1. open a new file
2. draw a rectangle or another figure
3. zoom-in - before the mouse release the artifacts occasionally will occur

• probably is just because of ATI / AMD drivers

Confirmed with Radeon HD 4850 with the same Catalyst version. This only appears if you use the rubberband zoom (from the zoom tool), not Ctrl + wheel.
