I don't think the layout you propose would work particularly well. It doesn't seem like something you could do within the Gnome guidelines. Checkboxes are designed to have the check before the lable, and I had hoped Inskcape would get clean out any remaing misuses of checkboxes as things move to GtkMM. I also suspect using widgets in non standard ways would add more difficulties when it comes to accessibility.
There may still be other ways to improve the situation. Personally I believe at least some of the options will need to be moved into the menus since users are likely to want to toggle them on and off on a regular basis.
