I think the best thing to do is make a bug report for the section of the
website that needs filling in, make a google document and link it into
the bug report.

That way you can fill in the parts of the website that are currently
empty while keeping people in the loop. Feel free to make new pages as
needed and expand the website to what you feel the website should
deliver.
