That would be an interesting capability, but the specific functionality that was proposed simply permits copying the current prefs to a .bak and then resetting prefs to defaults (or something approximating the equivalent).
Perhaps it would be worthwhile to consider storing the Inkscape version number in the preferences.xml file. I think that would be needed for transferring prefs between computers where the Inkscape version might differ.
