The same here, I never saw a version that didn't write menus.xml. I thought it was agreed to only read the file if it exists.
And it would be irrelevant for the new (=old) problem with i18n, as I just found out: making menus.xml unreadable/-writable will not change the borken behaviour that, under any non-en language, some menu entries will not get translations.
My "german" menu looks like:
Datei Edit Layer ..... Help -------------------------------------- New .... ... .... ..... Öffnen Show/Hide Tutorials Open Recent Zurücksetzen
IOW, every top entry except the first, and those four entries that have submenus, do not get translated.
This was already borken some months ago, and is a true showstopper.
