Very sorry for my distraction : I forgot that it's on Kubuntu 11.10 !!! (reproduced on two different sytems : my desktop where I only upgraded and my new netbook Eee PC 1215P where I installed 11.10 for the first time.

Not reproduced with Inkscape 0.48+devel r10672, r10675, r10682, r10685
on Mac OS X 10.5.8 (i386) - GTK+ 2.24.4, gtkmm 2.24.0:

Individual filter primitves can be dragged as in the stable version and
in earlier revisions of trunk to any chosen position within the list of
filter primitives of the current filter.
