My vote is:
- "Application Toolbar" (for generally-applicable actions)
- "Modal Toolbar" (the horizontal modal action/option bar)
- "Tool Selector" (the vertical tool selector bar)
Except for the second (I'd prefer "Tool specific bar" or "Tool options bar") I like these suggestions.
