Wouldn't it be more appropriate to open another channel for user questions? I think the general consensus is that there is not enough "user" traffic to be disturbing developers. In fact, I think that not separating "users" and "developers" is part of the low barrier to entry that has helped Inkscape flourish. Instead of that split, we have "contributors" of various activities.
The other thing is that quite a lot of questions are answered by the devs in the jabber room, if you split it, then you either loose that, or have to get the devs hanging out in 2 rooms, with the likely result being they notice hte user chat less.
