It was just pushed bot into devel (F9) *and* stable (F8). So every Fedora user (minus those on F7 and older, of course) should be updated to 0.46 by now (those with automatic updates turned on). But AFAIK, it is not on the DVD and I don't have the power to change that alone.
on the DVD, It would be worth checking what other distros are now shipping inkscape by default if we're going to do an announcement.
