Actually, the announce list is only for announcing Inkscape releases, so ppl. will probably get annoyed if other things get announced here. It is better to post to Inkscape-devel list.
Since I moderate the announce list, I reviewed it when it came in and made a judgement call that since it was about a release of a standalone, GPL'd tool that augments Inkscape, that it would be ok for it to be posted.
I figure, we want to encourage 3rd party tools to be used with Inkscape, so I think allowing them take advantage of our announce list makes sense.

Yes, I agree. I *highly* recommend you work with Aaron Spike and Ted Gould to make this into an extension. This would be very useful to people to make websites. I know I would use it. Plus, that way your tool would get more exposure and could possibly be included with our releases...your software is GPL, so things should be in order.

Doable, but maybe mental or Bulia could respond to this better.
I think ScislaC also needed this behavior for making "Gaze" since it was so complex.
