New projects/repos are 'private' by default. This can be changed in the repo's settings.

Yes, you'll need group access in order to create the i18n project as stated below. So getting access is step one and I think I'm owner enough to put you in the group.
This would mean that I'd need to transfer the project to the Inkscape group, and I wouldn't be able to do that (directly).

I'm planning a zeno cheat pattern. That is where you download the bulk of everything while it's live and then close it and then run it again to pick up the rest of the changes (if any).
