Sounds like a good feature to me, there's no function connected to shift click/drag on pivot point, so move pivot point should be connected to it.
For the small objects moving issue, another solution would be to hide the pivot point if the object is smaller than a few (10 a 15) pixels, maybe that is too inconsequent, but it may be quite intuitive.
Another issue with moving small object is the upperleft point on each selected object (does it have a name?). What is it usable for? clicking or dragging doesn't do anything. Maybe it is a good idea to connect move object to dragging that point. Now a very small object is unmovable when it's hidden by that point.
