Sharing some of the Windows specific dev knowledge on the wiki (for example, how the devlibs are built and updated) would be immensely helpful. Also consider rebuilding the devlibs MinGW with shared libgcc, to fix this bug: https://bugs.launchpad.net/inkscape/+bug/173116
