Though there are a plethora of XLIFF tools, as a format I think it's much less suited to our needs. One of the main issues is that while TMX stores multiple language versions in one file, XLIFF is meant to just carry things from one stage in a tool pipeline to another, and only is meant for a single source and a single target language.
One thing we would look at would be XSLT to strip a 'full' version with many languages down to a single language when loading for a user. Another approach is to use <switch> to display language-appropriate info.
Now that some base work is in, and that some new behind-the-scenes stuff is right around the corner, it's probably time to take a look and start implementing more of this.
