If the choice is between lack of translatability and a wrong non-extensible architecture, I think the winner is clear. Of course translation issues will be sorted out with time once the system is in place.
I would argue that what you're suggesting is both hard to translate and a bad architecture. :)
But, I'd love to be wrong. I've enabled the build so that if you have any SVG file in /usr/share/inkscape/filters or ~/.inkscape/filters all of those filters will be added to the effects menu. In their static glory. I propose that we remove the system one if no one comes up with a translation scheme by the next release.

Also included in the check in is support for stacking filters. So with a few short clicks you can remind your CPU who's in charge! This good for taking your leopard skin text that is on fire and getting an accurate drop shadow :)
