Though thinking about it, this doesn't help much for the automated-conversion case as the payload can have any layout, and indeed the binaries inside aren't even guaranteed to be valid for the target system (consider C++ dual compiling for instance). If you want to reuse the binaries it's probably best to just build them in the same way we do, using apbuild.
