Thanks for responding and apologies for the delay in getting back
My initial enquiry concerning linking related to a requirement to be able to edit attributes in the users namespace. See Feature Request No 1070754 and the mail in Inkscape-Devel on the subject "what do you _really_ want".
I assumed that "SVG linking" might be able to help because Ch 17 of the SVG spec mentioned that I could use an URI specified by an Xlink to access a program. In retrospect I think I was grasping at a rather short straw. I can only guess at how I thought I was going to open an application in a browser to edit attribute values and then get those values back into the SVG content.
As Peter Moulder points out in in his responses to my feature request, what I really need is a user friendly version of the XML editor that I can constrain to a specific set of attributes. My best hope here appears to be to make use of the plugin architecture. Peter suggested that I speak to Ted about this. I need this feature in Inkscape proper rather than a viewer because its all part of my editing process.

Seriously, it would be nice to run a browser by clicking a link. In theory. In practice, Inkscape is not so much of a "user agent" as it is an SVG creating application. In particular, following link on click will badly get in the way of editing. Clicking something in Inkscape has lots of editing functions. So, while we can create links, I think we can be excused for not following them.
This of course applies to inkscape proper. For inkview, following links by calling a browser is a must. I think we already have an RFE on that; search in the tracker and add your comments.
Yes, I have been working on this behind the scenes. There are a few RFE's about linking. We (inkscape developers) have discussed having a preview mode like in Macromedia Flash whereby any animations/scripting/linking can be tested.
Yes, Inkview should be a runtime/player of SVG content. And, yes, linking should work the way you are describing.
My understanding of the spec though would allow you to in Inkview click on a link and if it is local and an SVG, then it is opened in Inkview. If it is a URL, to the SVG file, then that is viewed as well. If the file is not SVG, then it would be dealt with as described in the spec. Ideally, html would be opened in one's default browser, and other media would be shuttled to where it needs to go.
I'm trying to get this feature into the next release. I think inkview is a good app in its own right as a simple viewer. I'm trying to decide if I should make these features into an inkbrowse app that is similar to inkview, but for browsing the web and local svg files. What this looks like needs to be debated. Initially I would like a UI like a web browser but for SVG content only. Do you all agree with me that this should be a separate application or should it be rolled into inkview?
I could make it so that Inkview accepts URLs and could have a browsing interface and a simple menu system that can be hidden.
It would be good to allow Inkscape to open SVG files that are qualified URLs (and I remember that Inkscape used to be able to do this), and then enable this functionality in inkview to add web-based svg files to a presentation, and eventually, this will allow for SVG-based animations in inkview as a presentation.
