Yes, you can remove the "fuzzy" tag once you confirmed the translation is correct. Those indicate that the English source string has changed slightly since it was last translated (might just have been a typo) or the translation has been automatically applied from a very similar string (in which case you might need to correct it; often the difference are details like a colon ":" after one string, that's not present in the other).
Have you found https://inkscape.org/contribute/translations/ already? On that page you'll find a list of all translatable content and links to more detailed instructions for specific items, e.g. interface translation (http://wiki.inkscape.org/wiki/index.php/Interface_translation)
