Changing tools does not need to mean slowing down the workflow. I only fear that if you stuff all this complexity into individual tools, you may end up needing a modifier key you've used up when you want to add a nice functionality in future...

That was what I would imagine being better than having a button that doesn't appear to do anything, yes.
