Assuming the arc is defined with respect to an ellipse with major axis A then I would assume that the proper step to take is to translate the center of that ellipse to the origin and divide all coordinate positions by A, reducing the specific ellipse to its "unit ellipse" form. When done with the calculation, apply the inverse scale and offset to the bezier coordinates.
