
This always works for me:
1) Using a DOS console, cd to your inkscape installation directory 2) c:\foobar> set LANG=de_DE (or whatever your locale code is) 3) c:\foobar> inkscape
You might want to simply add a batch file to the directory with those two lines, so that in the future, you only need to double-click it.

On windows, simply delete the relevant directory (C:/Program Files/Inkscape/locale/your-language)
