Also, traditionally, we have kept the same splash screen for an entire 0.x.y series (aside from perhaps updating the version number). Let's keep the 0.45[.0] splash screen.
Since the work has already been done it would seem a shame not to use the modified splash screen, but at the same time we wouldn't want to put too much pressure on artists to create splash screens for every release.
Of course if the work was going to be used later perhaps for 0.46 and not go to waste then that would be better than changing just for a minor release.
