This is not a cultural thing but a language thing.
1) Chains have links, you are not showing a chain but a link in a chain 2) Padlocks mean something else, they are to protect, keep out and to lock
The padlock could mean 'don't let me change this object keep it padlocked' where as the chain link would mean 'I want to link like a chain'
I don't know what other languages and cultures would use but we've never had problems enforcing our own ideas of symbolism on the rest of the world why stop now.
