Wow, I love this reasoning. It basically says, put it on Edit because Edit exists and because you can't put it in a menu of its own. Clever.
Now, putting it to File is of course not much better, but at least it is compliant with the idea that File has items that control the application as a whole (such as Exit), which seems more relevant for global preferences.
