Actually there are quite a few other tools where clicking does what this tool does, not selecting - calligraphy, pen, pencil, paintbucket. Admittedly these tools are different in that they all create new objects, not edit the existing ones. However, the concept of clicking to select is not really universal, still.
The problem with clicking in the tweak tool is that most modes do not use drag. Actually only the push mode requires that you drag to give it a direction; all other modes will work - and are quite useful - if you just click and hold in one point without moving the mouse at all. How are you going to tell a select click from a tweak click in this case?
