Just don't use XSD. It's wrong to assume that of all schema languages, this one is in any way special or "official". It's just one of the many, and a quite poor one at that. As for me, I prefer Schematron, where such check would be trivial.
To underscore this, my impression was that XSD originally *was* more or less the "official" XML schema language, but it sucked so badly that its official position was eroded. In any case, Schematron and RelaxNG are much better alternatives.
