Okay, you should submit this one as a bug report. Looks like it stresses Inkscape a bit, too. Do a search through the bug tracker to see if anyone's reported this same problem, and if so, add your report to that one.
Secondly, it would seem to me that one should "export" to file types which are not rich enough to recover the whole file, and "save" to other file types. But in Inkscape one has to "save as" (for example) Postscript. Then, if you want to keep a master copy for later editing you has to save as .svg as well, forcing you to keep choosing between the two filenames. This also seems inconsistent with the command-line switches where there is a --export-ps switch.
Tbese are good usability observations, although I suspect others may have good explanations for why the system is the way it is. I think you may have some good ideas here, but before sending a bug report you may want to talk with people (either here on this list, or on Jabber/IRC) to get a feel for what others think. You may want to also analyze how other programs do it, because if you can point out that Inkscape is inconsistent with general practice, that can help drive your point home.
Can't "Export bitmap" be turned into "Export", offering a choice of bitmaps, and remembering the chosen filename?
Possibly; I think this one has received a good bit of discussion before though, so you may want to search through the list archives (via gmane.org) and the closed bug/rfe's. The current naming was arrived at after some deliberation, so a proposal to change this would need to be fairly well thought out.
