My opinion is that a new default format is way too much of a change for this. What is needed is simply a checkbox "Embed into document" on Import dialog, on by default. That will provide the self-containedness for most novice users. Changing default from plain text SVG to some zipped non-standardized monster sounds like a bad idea.

I'd say that tuning up "embed" vs "link" in our ui, plus adding a few minor UI clues at the proper places would take care of most problems.
As we move forward, there are going to be more things that just base images to manage. ICC Profiles are another file asset that will need to be managed. And a few other things too. So just adding some UI tweaks and then some base checks (like the "quit without saving?" check done for modified docs) and we can have a very usable situation.
