I just compiled rev. 10330 (devlibs rev. 24) under Windows XP and Inkscape couldn't find ibpixman-1-0.dll; manually copying it from the devlibs tree fixed the problem, of course.
Fixed in 10332. The build of Cairo from the GTK bundle has Pixman built in as a static library, but I couldn't figure out how to build it that way, so there's a separate Pixman DLL now and I forgot to put it in build.xml.
