I personally think your design proposal is excellent. Kudos! However, there are a few issues that I'd like to point out:

Please correct me if I am wrong: But because Inkscape is based on GTK and is available on many platforms, it will be very hard to implement (dark or white) themes with a consistent look as you propose. AFAIK theming GTK 2 accross platforms requires quite a lot of work - if it is possible at all. This also holds for putting the menu bar into the non client area of the window. This has do be done for all platforms and especially on Linux, it seems quite impossible to me with all those different window managers.

However, I do not think that this is a show stopper. Since UX is not only about styling and appearance, but most importantly about layout of the tools (accessibility) and interaction (usability). And that has been done very well in your design proposal. I think it should be feasable to be implemented with reasonable effort when disregarding the theming of the controls.

Another issue is the alignment of the rulers: I get the idea of the floating panels that increase the visible size of the drawing area - although I don't know how much effort it is to implement those - but from a conceputal level, where do the rulers go when zooming in?

I really appreciate putting the tool windows on the right hand side (as they are in Photoshop and Illustrator). It allows for quick access to the most used tool windows in a very consistent and accessible manner. Altough I miss the possibility to make the windows sticky as they currently are. I really use the alignment tools quite often and appreciate the possibilty to have them visible all the time. Moreover, I think a colour selector should be visible all the time in a graphics tool.. ;)

I like the icons very much. Have you made them yourself? They are very pleasing, reserved and put the focus on the drawing itself. However, some of them - especially on the left toolbar - look very similar and may need some refinement to make them more distinguishable (i.e. the second from the top and the second from the bottom).

Anyway, keep up the good work. I'd really love to see the UX of Inkscape being improved and I think the proposal is a solid basis. :)
