For *.inkscape.org domains, SF is involved for setting up the virtual hosts in Apache. For OCAL, you wouldn't need this, but instead would probably need to have an FDO admin set a virtual host in their apache.
Planet Inkscape will be hosted on f.d.o, not on sf.net and the virtual host is already configured (https://bugs.freedesktop.org/show_bug.cgi?id=3741) so the Apache part is solved, the Bind (DNS) part is not solved yet, and the DNS is not managed by sf.net neither by f.d.o. but if I am not mistaken, by GoDaddy.com
