Scalable icons solve that problem. PNG do not.
That's not quite true - scalable icons work fine for icons larger than 32x32. Almost all icons produce very poor results when rendered at small sizes, because smaller icons require manual tweaking - lines have to be moved on to pixel boundaries, the design may even have to be simplified.
This is why if you go down the SVG route you do need to have SVGs targetted to different size icons. Inkscape doesn't have this, and that's why the main toolbar which looks fuzzy not crisp in Ubuntu (and maybe others), because 16x16 icons are being stretched to 22x22.
