As far as I know, unfortunately starting with Inkscape .43, backwards compatibility with the Win9X series was broken (Win95, 98, or ME). This problem was unfortunately introduced by new dependencies in the GTK+ toolkit that we use (not any changes that we have made). Unfortunately, the last release which we support for the Win9X series is Inkscape 0.42. Sorry to be the bearer of bad news. Given that you're using WinME, have you thought about dual-booting with Linux?

I'm actually doing the same thing - my ancient and dying but still needed Vaio laptop can only support ME, and I dual-boot, but have lost my install disks while travelling, so I can't spare a lot of space for GNU/Linux. It will eventually become a Linux machine, but when working on web and interactive design on-the-move I still need to use Windows until I buy a new laptop. Strangely there are still some of us ME users out there, although even Windows-based software is often incompatible thesedays... I hate the platform, personally, but I'm stuck with it as the Vaio drivers are proprietary and Sony refuses to upgrade them to WinXP...
