Looks like that bug concerns the gradient editor dialog which, with the current advances in on-canvas editing, is planned for removal. If anyone can think up a good reason to still have that dialog after we can add/move/remove/recolor intermediate gradient stops on canvas, please speak up.
I would need more time to think about it but you may want to hold on to the dialog for keyboard accessibility rather than interactive mouse control. You might also want it for precision values so that users could specify exactly angles. Having said that if you really want to remove the dialog you can probably do other things to mitigate these kinds of issues.
With the current plans, everything you can do with the dialog will be accessible either on-canvas or in the controls bar. It's actually a little more keyboard friendly in it's current state than it used to be (and will be more so by the time 0.46 comes out). This is one of those times where I personally say good riddance to the dialog as these changes are making the gradient tool much easier and more user-friendly.
