I imagine you would go to bugzilla.gnome.org and file a bug against gkt+ and possibly against lib egg.
The way toolbars work in GTK is somewhat disappointing, the standard toolbar widgets in other toolkits are a lot more flexible. I too have hoped that the would eventaully be improved and made into resizable containers, so that one could make it reflow to have more rows or columns if you wanted, which if I understand correctly is what you are also talking about.

I guess I'd consider this one of those things too patronizingly obvious to file. I mean the toolbar widgets in various Microsoft products are pretty good (and have been for many years) and it I can only assume that those smart enough and modest enough to do the thankless lower level work on GTK are wise enough to use and look at other toolkits and be well aware of how the toolkit could be improved but simply lack the time and resources to do it. Even so, there is probably still some benefit in reporting it.
