I think if you read the message it will tell you exactly which extensions are disabled. The ones that are disabled are missing dependencies. I personaly haven't tried many of the extensions that show in that dialog, since most of them are input and output extensions. Therefore I don't know which of them can be made to work on Windows and which can't. But I think that only the extensions for which Inkscape can detect missing dependencies are dissabled. All others should work.
